Your manager needs X number of direct reports to get promoted.
If those people move to dedicated teams, do they still count as "their" reports?
In many organizations: No.
So what happens? Managers resist dedicated teams, not because they're bad managers, but because the promotion system punishes them for doing the right thing.
This is what I call a "perverse incentive." And until we name it, we can't fix it.
The path forward isn't to blame individuals. It's to redesign the incentive structures that create these dysfunctions.
